The Ministry of Ecological Transition and Demographic Issues (MITECO) began last Thursday the process of hearing and informing the public of the Ministerial Decree which develops several elements of the Energy Saving Certificates System ( CAE), available here. Its application will facilitate the achievement of national savings targets set by Community regulations, enable energy distributors to fulfill their savings obligations in a more flexible and efficient manner, benefit consumers and stimulate employment, productivity and business competitiveness. .

System of Energy Saving Certificates (CAE)

Directive 2012/27/EU, relating to energy efficiency, calls on Member States to create a national system of energy efficiency obligations (SNOEE) allowing gas and electricity marketing companies to allocate to wholesale operators of petroleum products and retail liquefied petroleum gas, an annual energy savings quota report at national level, based on their sales volume, which in the Spanish case translates into equivalent financial contributions to the National Energy Efficiency Fund (FNEE).

In order to strengthen the SNOEE, MITECO is working on a royal decree that establishes the CAE system, which is currently in its final processing phase. When it is in force, companies subject to an annual savings quota can voluntarily substitute a percentage of their payments to the FNEE for an equivalent final energy saving, either for themselves or for their customers, whether they can credit to the CAE.

The CAE -which can be marketed, monetizing the savings-, will be obtained in return for energy efficiency measures, which may be included in the Catalog of standardized measures, and will be issued by the Manager designated by each autonomous community and city. The coordination of the system will correspond to MITECO.

Subject Delegate, Savings Verifier and Register

The draft decree which is raised today for a hearing develops several elements of the royal decree, such as the figures of the delegated object, the energy savings verifier or the national register of CAE.

Companies obliged to contribute to the SNOEE will be able to use delegates who, as duly authorized intermediaries, will carry out energy saving and efficiency actions generating CAEs allowing them to reduce their annual financial contribution to the FNEE. Both the delegated subjects and the subject companies can promote the performance of actions to obtain CAE, or acquire CAE directly on the market.

The Verifier will be an entity accredited by the National Accreditation Entity (ENAC) responsible for verifying that the documentation and information presented by the obligated companies or by their delegates for obtaining the CAE comply with the regulations. He will perform his duties in accordance with ENAC procedures.

The CAE issued by the Independent Managers will be registered in the National Register of CAE. It will depend on MITECO and will allow an inventory of the companies subjected and the subjects delegated to each exercise, as well as to retrace all the operations carried out with the CAE during its three years of validity from the execution of the measure. It will be hosted on an electronic platform that will allow interested parties to process the entire PPA-related procedure, from application to settlement, in a transparent manner.
